Both documents present the same framework, processes, and governance mechanisms for NIB Environmental Bond issuance. The only discernible difference is a minor wording change in the final sentence where "rec" in the 2018 version appears to be completed as "receive" in the 2019 version, which represents a negligible correction rather than a material policy change.
